Mountain Wave has assembled a top-notch crew of outdoor enthusiasts with a deep background in technology and communications, which they apply to our mission. It is no coincidence that a number of our members belong to other emergency services groups, and that we have a high number of paramedics and EMTs.

The following are short descriptions of the backgrounds and qualifications of a few of our members:
Mr. David Billstrom has been a mountaineer for more than twenty years, and taught mountaineering and rock climbing for several years. He attended his first NASAR course in 1978, and worked as an EMT-B on Care Ambulance's ALS transfer car in the 80's. He is an amateur radio operator, and co-founded Mountain Wave.
Ms. Carol Bruneau is the Director of PCC's 911 Dispatcher Program and an instructor in Crisis Intervention, 911 Operations and Emergency Telecommunications. Carol dispatched Police and/or Fire for a variety of public safety agencies, over 18 years, including Oregon State Police and Life Flight. She is a First Responder and certified Emergency Medical Dispatch Manager. Carol is a currently certified Instructor of the Basic Telecommunicator Training Course through the Association of Public Safety Communications Officials International and a certified national instructor through the National Communications Institute and the American Law Enforcement Trainers Society.
Mr. Lou Bruneau was the "snow boss" for the City of Portland for 14 years, incident commander for public works emergencies ('95 wind storm, '96 flood, etc), helped form the Confined Space Rescue team (with Portland Fire) and a member of DMAT OR-2 (Oregon Disaster Medical Team). He is an EMT-B.

For fun, he works as a firefighter/medic for the CART, ALMS, TransAm, and NASCAR car races. He is the assistant medical chief for Oregon region of SCCA at PIR. He is also a member of Pacific Northwest Search and Rescue.

Mr. Russ Gubele is a long-time Oregon paramedic, amatuer radio operator, and communications technician. Among other things, he has built numerous radio systems, including a multi-state network used for the Care Ambulance emergency dispatching.
Mr. Ernie Lesley is a paramedic for American Medical Response, an electronic engineering enthusiast, amateur radio operator, inventor, licensed pyrotechnician, and ballon pilot. He was named Oregon paramedic of the year in 1998.
Mr. Rick McMillen is CEO of a company specializing in digital and analog audio technologies, and holds an Advanced amateur radio license. In Mountain Wave, he combines his interest in communications technologies with public service. He is an avid skier and outdoor enthusiast.
Mr. Scott Maxson has climbed for more than twenty years, and has taught mountaineering at Reed College. In his day job, he is a software development manager. He co-founded Mountain Wave and is a amateur radio operator.
Dr. Frank Palmrose is medical director and active member of the Nordic Ski Patrol in Portland, a WEMT (Wilderness Emergency Medical Technician) Instructor, and is ACLS certified. In his spare time, he has restored and operates a multitrack passenger snow machine as Northwest Snowcoach.
Mr. Scott Wagoneer is an dispatch training officer for American Medical Response and an instructor for the MDT (mobile data terminal) for Portland's 800 MHz system. He is an EMT-B and an amateur radio operator.
